Why the payment is the right trigger
Every other trigger is fuzzy. "Job complete" statuses get updated late or never; calendar events fire whether or not the work happened; manual sends depend on memory. A completed payment is unambiguous — the job is truly finished, the customer signed off with their wallet, and the moment of maximum goodwill is right now.
It also solves the data problem: the invoice already carries the customer name, phone, and email, so there is nothing to upload and nobody to copy-paste. The request simply follows the money event.

Payments that never touch software need a human trigger: staff open a quick-send link on their phone, type the name and number, and the same automated journey starts. It is one tap more than automatic, and a lot better than forgetting.
Will repeat customers get a request after every job?
Not with a cooldown set. After a customer gets a review request, another payment during the cooldown window is suppressed. You choose the window in Settings.
